Phenolic disinfectants or “phenyl” as is commonly referred to by consumers are widely used in India for cleaning and disinfection of floors in homes, commercial establishments as well as in medical institutions like hospitals and clinics.

There are a large number of regional brands of phenyl as well as a few prominent national brands which are available all over the country. Because of the widespread use, it is very important to control the quality of phenyl. Phenyl is standardized according to schedule “o” of the Drugs and Cosmetics Act and standards laid down by the Bureau of Indian Standards

first published the IS 1061 titled Disinfectant Fluids, Phenolic Type-Specifications in the year 1957 and subsequently published revisions in 1964, 1975, 1982 and 1997. The revision published in the year 1997 was reaffirmed in the year 2005, and further amendments were also published in the year 2002, 2007, 2008, 2013 and 2014.

The standard clearly lays down the grades for both the black and white phenolic disinfectants based on the Rideal-Walker coefficient (RWC) and the Staphylococcal coefficient (SA). Earlier the standard had prescribed 6 grades and then it was changed to 3 grades and again returned to 6 grades in 2014 amendment. Both black and white type of phenolic disinfectants has 6 separate grades. The minimum RWC and SA are given in the table below.

Besides the grading IS 1061 also has standards for composition and description, stability after dilution, mercury compounds, stability on storage as well as the packaging and marking of phenyl disinfectants. It also describes in the annexures the detailed method for carrying out the test for stability after dilution, Rideal-Walker coefficient (RWC), a Staphylococcal coefficient (SA) and all other tests.
